Speed generally isn't hugely relevant to gaming connections, so much as quality of connection. Are you playing against one person consistently, or random matches? Is anyone else running things on your network (uploads/torrents can significantly degrade connections)? You mention trying a few things, but just to check, try closing all other connections, power cycling your router, connecing with an ethernet cable (rather than wifi), hard reset you console, then see if you still get the same issue. If you do, you can run a UOTrace at the same time as you play to see if this is showing issues too.
