my game boots up fine, everything in the game itself is fine it’s just the same issue other people are having where bundles/dlc aren’t showing up in our customization section for our fighters. i’m on xbox one and i’ve done about everything there is to try and fix it besides what you just mentioned with the external hard drive. i have a 2 terabyte one hooked up to my xbox so i’ll move it to internal and see if that helps anything

Have you checked your "add-ons" for UFC 4 under your Games Library? When DLC is purchased it will still have to be downloaded to your system.

They won’t even start downloading because it says “Cannot find the application”. But I have no problem playing the game. I have the disc copy, not a digital one on my PS4.
