Did you try this step? I mentioned Xbox but you should apply to PS4 as well.

Can you run a UO Trace and direct message me a screenshot of the results so I can see how your connection is reaching the UFC servers? The UO Trace tool can be found in the link below and is free to download. If you're playing on WiFi with your console, please try to run the UO Trace on WiFi if possible to simulate a similar connection.

Hey, all.
Want to make sure this step doesn't get overlooked. Changing your Xbox or PlayStation profile picture to a default one should help fix this.
