The Nationality/Flag Board Shorts Oversight

So - you can only unlock the nationality/flag board shorts by levelling up - you stop levelling up eventually and rarely unlock said shorts (I've unlocked one pair after all that progress) 

Is there something I'm missing here? Or did whoever was in charge of this area of development screw up entirely? Will EA make the these board shorts buyable or at least unlock all of them when you hit max rank? It needs addressed.
