UFC 2 DLC Fighters Locked after Initializing PS4 (Completed Career Mode)

Question

^^^ Had to Initialize my PS4 because it was Corrupted, Re-downloaded Saved Data from Online Storage also Restored Licenses, and still my Unlocked Fighters (Mike Tyson, Sakuraba etc) are still Locked. Completed Career Mode, my Retired Fighter is still there. What's going on ? Can we no longer unlock DLC Fighters after completing Story Mode anymore, do we have to buy them now smh...
