A lot do, and hopefully they will do something about it. This forum is actually more for help. However, the devs do watch the forums for the game on Operation Sports. Trust me, they have been getting feedback like this. I've even given my own.
Ultimate Team is hard to do well in if you didn't start playing from the beginning. Unless you are really good, and can beat a lot of players using a lower OVR CAF. However, once you get so high, the other really good players will have better CAFs.
I think this game is a learning curve for Ultimate Team for the series.

I'm in the same boat as you in regards to this :-(
My first post on these forums 'Online matchmaking process' talks about the same thing.
If I had known this would happen playing online I would have had second thoughts about buying the game to play online :-(

To be fair, this is a mode that you can purchase packs for, or play to earn them. Anyone who buys a game months after release will always have an issue with this type of mode unless you buy packs. Granted, they do need to still do things that will make it better. For example, any fighter deleted should have to start back off in the division they were in when they deleted the fighter. Say I make a bantamweight woman CAF. I get her to Division 3. I should have to start back off in Division 3 with my new fighter. Unless no cards were added.

i was worried about getting overmatched from the beginning, so i started grinding UT on the first day.
my advice would be to place all universal cards (both attributes and moves) on one caf. if you still find yourself overmatched, play the single player championships for a few weeks. it is slower, but you can still mine coins from there.
