UFC 3 game won't recognize 2nd Controller on Xbox One.

I can't get the 2nd controller to register in order to play locally a multiplayer match. Both controllers work fine.  Individually they can control the game's G.U.I. and play the game without any issues.  But if I pick a "STAND AND BANG" match, or any other local multiplayer match where the 2nd controller is needed, the icon never lights up.  You can see the first controller icon highlighted but the 2nd controller never registers.
