I have the same problem but, I pre-ordered from gamestop. I should get Bruce Lee and Royce Gracie.

Community AdminHey, checking on this further, while the code should have been granted by the retailer you should contact support who will assist with the missing DLC content, if possible.
You may be prompted for proof of purchase for your region and retailer, so be sure to have an image to hand.
