about crypto emp bug ,why have +25% range?

OK, quick talk, like the title i say ,why sometimes even i lock the upgrade but the emp have add 25% range?

when i used emp and ready attack, i can sure emp will not use on me, and the animation  not cover me.

but ,but !!! when emp take effect ,he working on me. So please ,fix this bug quick, not every crypto just use emp to make "DAMAGE".
