What you reported on for Loba is intentional. When you aim down sights with no weapon in hand she enters a mode that allows her to ping purple/red items she sees through walls from a distance for your partners to put dibs on.
I'm not sure about the Octane subtitle issue though. I will say though that you shouldn't report two completely unrelated bugs in the same post.
