Controller legends new passive and Alter perk

Season 26 introduces a new passive for controller legends, which allows them to spawn a custom EVAC tower on a ring console that they have scanned, and also get shield regeneration when inside the zone. One thing I couldn't help but notice was that Alter has a perk that gives her access to controller legend passives, but she is not able to summon EVAC towers like the actual controller legends. She still has the shield regeneration ability from the new update. I don't understand if that is intentional or not, since because she is a skirmisher legend, she already has some type of movement and doesn't require that EVAC tower passive.
