Its likely that you have made a miscalculation on the Apex pack count, as the granting of shards is guranteed and automatic on the opening of the 500th pack.
There's no manual way to check the count atm.

I keep a manual count on a note on my phone, currently 210 of the 500.

There was a recent issue with pack count. But that only affected a very few players and has been resolved, apparently after a thorough review of the situation, see the below announcement for more details. Afaik there are no other bugs with the count system.
With there being no way to manually check the count (and I'm not questioning your count) but to progress this further in the bug section as a bug, what would be needed would be actual proof that the amount of packs you have bought is over 500?

tbh like i can be wrong aswell like you said we dont know the actual count but i have bought 3x100 packs aswell few 20's ofc been in this year but doesnt make sense if ive been playing since launch so you maby would also be like "TF!"

dont worry i know lolI really sympathise with your situation, it's maddening tbh.
It really is time that Respawn put an "opened pack" counter into the game.
I have no idea why it has not been done by now and its been asked for many times over the years.
