From what I can tell every action that requires the left hand to be used (healing, ultimate accelerants, throwing a pad, akimbo weapons, etc...) will auto trigger stim surge, meaning it'll go on cooldown when you don't want it to.
How to reproduce:
set FOV Ability Scaling to disabled
1. Play octane
2. Use Stim Surge ability
-> Camera FOV is scaled even though the setting should have disabled it.
For comparison, the base stim FOV is unscaled if FOV Ability Scaling is set to disabled.
I think there is a bug that wasn't mentioned in the patch notes. When stimming, if you switch to an akimbo weapon it automatically activates stim surge

This, it is so annoying to for it to happen.
I discovered something with the new octane buffs. As you probably know, in the past there was a bug letting you stack stims by throwing holo-sprays. They fixed that however, with the new with the buff letting you stim while healing it let's you throw holo-sprays and the old bug is back but harder to do. I was not able to do it consistently enough to make a clip about how exactly it works and how to fix it.

Imo that's a bug that need to be fix. For some people it seems to be normal but i think this is killing the ability.
Why provide an active if it behave like a passive ??
