Shields regain after being broken

I've had multiple instances where after breaking an enemy shield, it somehow recharges instantly (no conduit on the enemy team). The recharge is sometimes a little, but enough to allow the enemy to win the fight. This can be when they're up or knocked. Please review as this seems to be ongoing.
