Text-to-speech isn't working

I have "Play Incoming Text Chat as Speech" option turned On, yet the text that my teammates are writing does not get converted to speech. The issue had appeared at the start of season 30 and was not resolved after mid-season patch. This issue makes it easier to miss important communication, which negatively affects gameplay.
