3x Thermal Scope has no magnification greater than the 1.5x

Using the 3x Thermal Scope specifically on the mini scout, when ADS, the magnification is about the same as the 1.5x. While ADS you are almost scoped into another scope. You can just make out what should be a whole reticle while moving.
