All Shotguns Miss ~1/10 Point Blank Hit Registration

I'm not sure if this is a hit registration issue or something like all pellets rolling to the very edges of max spread, but in game and in the target range you can occasionally see any shotgun miss point blank shots. I personally feel this happening more often on the semi-auto tube fed shotgun out of all three. I've attached a video of a quick firing range test where I could quickly recreate this strange behavior.  

Don't care if it's realistic or whatever justification a devils advocate may bring up, it feels terrible in a competitive shooter to lose 1/10 fights due to this behavior. This is assuming the spread behavior here is in fact something like all the pellets just happening to roll the max spread and not a bug.
