Below Radar mechanic doesn't work sometimes

When flying extremly near to the ground the below radar mechanic doesn't work most of the time. You still get locked on and get hit by anti-air missiles. In my experience this happens the most with helicopters but I've seen videos of jets getting hit like that too.
