Bots in Breakthrough NOT Casual Breakthrough

Is there a reason I’m getting bots on breakthrough gameplay when I did not select casual play? Bit of a pain in the butt. I respect the casual gameplay mode, but it’s just not for me. I’m selecting breakthrough gameplay in the multiplayer tab, not the casual mode. So my question is, why is my lobby half bots?  If you select breakthrough only, will it sometimes put us in lobbies with bots? Is there a way we can turn off bot filled games all together? Anyone else having the same issue?
