[BUG] Vehicle 3rd Person Camera Doesn't Work When Vehicle Zoomed

Description of the bug: Vehicle 3rd Person Camera does not change the view to 3rd person mode when the input is pressed while Vehicle Zoom is active.

What is supposed to happen: When the input for Vehicle 3rd Person Camera is pressed, the view should be changed to 3rd person mode.

Impact of this bug: This bug makes changing views while piloting a vehicle very clunky and makes it feel incredibly inconsistent, and makes it so that players can be "locked" into first person camera if they aren't familiar with the bug and how it is caused. 

This bug can very easily be replicated by following these steps:

Step 1: Get into the driver seat of a tank or IFV, or pilot a jet or attack chopper.

Step 2: Press the input for Vehicle 3rd Person Camera. Verify that pressing this button changes the view from 1st person to 3rd person.

Step 3: Return to first person view by pressing the input for Vehicle 3rd Person Camera again.

Step 4: Press the input for Vehicle Zoom [TOGGLE]. While zoomed in, press the input for Vehicle 3rd Person Camera again. Observe that the view did not change to 3rd person mode.
