Can't Activate Score Based Class Gadget

No matter what I do I cannot get the class gadget to activate on any class. There is no UI prompt on screen when it is ready. There is no dedicated keybind in the menus (which is ridiculous). I'm assuming that it is "Squad Progression" in the menu, but none of those multi-binds work for the squad gadget.
