Class/Perk XP Broken Since Launch

I'm on PC. For me, Class/Perk XP has never worked right. Earlier in the games lifecycle you'd join a new game or respawn in the middle of a game and suddenly have all your Perks. Now I'll gain a perk and have it working, respawn, and find I have actually lost XP and no longer have the perk. I was just in a match as engi. Had half of my third perk, respawned, and had no XP towards my third perk. Very frustrating.
