Here is the Solution, only cost me 5 days of my life...
If you are stuck on this bugged assignment, here is the fix:
1. Map Liberation Peak
2. Standard Soldier Uniform (Skin)
Fireteam Vedmark Standard Issue
Coyote Squad Standard Issue
3. Use the unedited Standard Combat Engineer Loadout
4. Have a Recon Friend paint only enemy tanks and IFV with Laser Designator LTLM II. Choppers, Jets, Jeeps and Quads don't count!
5. Hit those painted targets only with the Stinger AA Rocket Launcher SLM-93A. The Javelin MAS 148 Glaive does not count!
6. You will need to hit 8–10 times to unlock. If the progress is not counted right after your shot and hit as described, you did something wrong.
