Engineer assignment 3 not tracking

The step of the Engineer Assignment 3 requiring 1000 damage against laser designated targets with a lock on launcher is not tracking. I got it to 920/1000 and despite approximately 20 kills against painted air targets with my AA launcher it has not progressed any further.
