Engineer class challenge not progressing

The engineer class challenge 3 "Deal damage to laser designated enemy vehicles using lock-on weapons." Stuck at 0000/1000 on Xbox version 1.1.1.0

I've tried different weapons, and different types of target vehicles. Reset the game and Xbox and nothing. It's been a few days now.
