Free look not working while in air vehicles

The free look is not working while in any air vehicles. I tried many different settings, but the camera never moves. I'm just trying to figure out if it's my game or a bug. I want to look right when I press right. and look left when I press left. I can take a video if it helps, but it's just going to be me inthe  aircraft sitting there, because like I said, the camera doesn't move
