Ghost shots/Hit registration/limb system

I do not know if it is a bug or not.
But I can not kill people like I used to do,yes I know the new limb system is in the game but I hit always center torso,neck and head very rarely do I hit lower parts.

What I could kill with 4-6 shot can not even take half a life and that is almost no matter the range,I have a really bad feeling that this limb system has increased the likelihood of ghost shots.
Simply that many shots do not get a hit registration on target.
