Maybe its tourists?

Sadly the immersion is on a wobbly hill, my dear license plate friend as the alphanumeric formation of the plates seems to be correct - which is a huge plus for the development team's attention to detail!
But you're not wrong - they could indeed be tourists since the "GBZ" country identifier isn't printed either. So technically these could be vehicles from any EU country. I'll choose to believe it's a convoy of lost German tourists who took a very wrong turn at Alicante

Its most disheartened thinking about the poor german tourists that were so unlucky that the ended up there at this time. And now they have no vehicle to get back home in. But to further ease my mind I think its just som local or nearby no-gooders with vanity plates perhaps.

Ah yes your theory sounds plausible - I like it! Though I have to say, if you're going to commit crimes in an active warzone at least have the decency to register your getaway vehicle properly.
Perhaps they're part of some underground Gibraltar car club that refuses to conform to yellow plate standards. "Yellow plates are for conformists" is their slogan maybe.
