Green Screen Glitch

There is a bug that overlays a green screen on top of the regular overlay. I call it the green matrix. I don't know if its a shader issue, interference, or something else. I switched from a Cat5 to a Cat6a directly plugged into the router and it seems to have gotten rid of the issue. 

Seen multiple other videos and screenshot of this happening to other players, but I don't know what systems they were running.

I am on an Xbox Series X, running with 1gb Fiber internet.
