Grenades only doing suppression, 0 damage

I am constantly having an issue where even if I throw a grenade literally in someone's feet, all it does is 5 points of suppression and 0 damage. All. The. Fricking. Time.

My bullets are also constantly not registering, I have literally emptied 50 bullets into an enemy with 0 damage, so I assume this stems from the same issue.
