Hold Breath unavailable for non-Recon & Infinite no sway using 8x scope

Issue 1:
Not sure if this is intended or a new bug — you can only hold breath when using the Recon class. If you use a sniper rifle with any other class, the hold-breath mechanic doesn’t work at all.

Issue 2: 
After firing a few shots and sliding around flicking your ADS in and out a few times the scope sway disappears completely and stays that way forever (no sway at all)
Please see video of what I mean. You can see at the 1 minute mark that my weapon sway disappears all together
