Manhattan Bridge NATO Side Attack Helicopter Does Not Spawn

On the NATO side for Manhattan Bridge (Olympia?), the Falchion helicopter does not spawn in Conquest nor Escalation. The PAX ARMATA side does spawn a heli. Hovering over the helicopter in the spawn screen simply shows connection lost. I have seen it spawn once in a match and I am unsure how, but every other match it has never been able to spawn by me or anyone else
