Mortar - Explosion Radius bugged?
Its hard to confirm since Portal Servers are still not working properly, so i can only talk from what i have observed while playing.
It feels like something with the explosion radius is not how its supposed to be.
Had a Shell impact right in front of me yesterday, one step closer and it would have been a headshot. I took 20 damage or so, as if a huge part of the explosion was missing.

I dont know the Code-Side, but many other games use explosives in "two parts" - the direct hit and an explosion. We have that part on our Anti-Tanks too i guess, because a direct hit on a tank deals good damage, but the outgoing explosion isnt that great.
My guess is, that Mortars secondary explosion is bugged, it seems to be too small or the falloff is wrong, which affects a calculation for the smoke and causes it to be way too small, and also the HE to only really have direct damage.
