Mouse wheel keybinds

When I tried to key bind mouse wheel up to throw a grenade it does not work, it still just swaps primary even though I also bound mouse wheel down to the primary swap. The icon for each bind in the settings shows the correct icon, mouse wheel up for nade and mouse wheel down for primary swap but it still doesn't work.
