Official Hardcore Servers not giving Weapon XP

As titled. No official hardcore servers in portal are giving out any weapon XP or mastery XP. It's impossible to level your weapons in hardcore now, even if all the green checkmarks are ticked on the server. I can't find a single server without "modified XP" in the top left. This is beyond annoying, I am not going back to regular mode after 60 hours of hardcore.

Can we get an official response on this? Hardcore is supposed to be an official mode, even if it is unedited from the official version it's still giving no weapon XP due to bot backfill (even if the server has 0 bots playing). WTF.
