Portal Welcome and Repeating Messages Not Displayed

Portal "Welcome" and "Repeating" message which are configured when launching a Custom Server are not displayed in game.

Welcome message should be displayed at the start of each round.

Repeating message should be displayed periodically during each round.

Neither are displayed at any point.
