Random Shooting Spread Bug

Sometimes at seemingly random my guns first bullets have a ridiculous spread, so I'll end up just missing on someone who isn't moving. Then moments later everything is okay a gun. I'm never on anything move, just standing on the ground. 

In the clip you can clearly see my bullets hitting the sides of the vehicle even though my crosshair isnt even near. 

This seems to be happening fairly frequently aswell.
