Recon UAV Overwatch class ability

It doesn't work. The player will see the animation for calling in the uav, but nothing happens on the minimap, no enemy spotting happens. 

I see uavs occasionally in the air so I assume it works for someone sometimes. Is there some arbitrary limit to how many uavs can be in the air at a time? 

All other class abilities work normally. Just makes recon slightly more useless.
