RPG not as expected, weak on enemies.

I find RPG's don't seem to affect enemies as much as I expected. Yes, they cause some building destruction and if lucky kills an enemy but very often I shake my head in disbelief. Launching at enemies feet doesn't kill the enemy, aiming at a wall right beside or right behind enemy doesn't kill enemy.  You would think the blast zone would cause more harm.
