Season 1 Badge not Progressing

The season 1 badge does not progress, even after meeting the requirement. I am tier 13/110 and still zero progress towards the badge. Am I misunderstanding something? Shouldn't I have at least the bronze-tier by now?

 I talked with other players, and the same seems to be happening to some of them as well.

This is probably not very important for many people, but as someone who loves to collect badges, this is frustrating and I hope it gets fixed soon.
