Server Browser Empty Slots Filter Bug

Some full servers don't show up in the server browser when setting the empty slots filter to "any". Some full servers do, but others, such as the one in the screenshot, only show up when specifically setting the filter to show servers with no empty slots available.

PS: Thanks for clamping down on bot farms, low-population regions like South Africa, which rely on Portal, can now get persistent servers up because of the freed up capacity. I know some solo players are unhappy with the changes, but hopefully that can get sorted out next through the implementation offline solo play with full progression so that it doesn't take up portal server space.
