shotgun spread and splash damage overall tweak

I've tested the shotgun on the firing range and all the ammo got literally no spread,both when. hipfiring and aiming down sights. 

if you hold the circle on target bit the dot juuust right next to it, it doesn't even give a hit marker. 

This needs to be fixed, for us shotgun players its barely any use at running shotgun since you don't hit anything and since you nerfed the damage output the weapons is litteraly useless due to the lack of spread. 

splash damage isn't there at all on tank infantry shells, you can basically shoot right next to a soldier, taking the wall down next to him without dealing any damage to the soldier from the splash (it's none existent, however, I've noticed that there are some splash on the HE ammo (but there shouldn't be since it's a penetratimg ammo) so maybe there is your problem,

the mortars and some missiles have the same problem, anyways, the splash damage from both the tanks and the mortars needs to have a bigger hit area and made sure it registers, since it's literally non existent.
