Snipers have inconsistent accuracy when used on classes other than Recon

I understand that Recon is proficient with snipers, however at 100m's I shouldnt be hitting chest or lower body when aiming at the head with a sniper, completely agree with OP. I can understand the holding breath mechanic but having that much inconsistency with classes on their "preferred" guns is crazy.
