Splash Damage inconsistency

It seems the splash damage is not consistent on some surfaces.

Where I noticed it mostly:

• Attack Heli Heavy rockets & Gunner Shots on pretty much on the whole Blackwell Fields map
• Attack Heli Heavy rockets on Manhattan bridge Point B mostly
