Steady Aims not functional

Even as Recon, I try to steady the scope (I use Left Shift to steady aim) when I use ADS on DMR rifles.  Even though the hint is given, I press the button and it goes off, but am still wobbly in the movement.  The only way I can keep it from doing so is by mounting the weapon an object.  I am using PC but this fails on my PS5 as well.
