Stone Cold achievement is bugged

I think the Stone Cold achievement is bugged. I’ve stunned a lot of people, and by my calculations the achievement should already be completed. I took the number of matches/rounds I played and the average number of people I stunned. As I can see on steam 0% people have this achievment.

I've also played many matches, I've lost count of how many stuns I've performed with both stun grenades and the launcher, and that doesn't even include the Steam achievement.
