Often on cliffs. Very often on the new Mountains map.

On most maps, it simply doesn't place on stairs and small slopes. Sometimes, it doesn't place on seemingly flat areas.

The placement animation is extremely long. You often have to find that damned spot where the decoy turns white for placement. You place it and move to avoid enemy fire. But it doesn't place. VERY LONG ANIMATION.

Ideally, you should find the right spot, click, and then go about your business, and the decoy will appear automatically.
