UNPLAYABLE! Visual Glitch Flashing lights all over screen.

I dont know why but i have these lights flashing all over my screen.  Tried to reinstall but its still the same.  I got the same problems in the beta. The game is unplayable like this for me

Same here but worse. Also same problem in beta. Eventually went away but now it's back.

RTX 4070 Super. Graphics generally set high but not ultra.  No problem like this in any other program or game.
All drivers updated.

Doesn't always happen but happens a lot.

      Nope. Though I've been too busy trying to fix the DirectX bug that crashes the game constantly.
