iam not even sure if its a bug, i mean its a laser guided missile by a designator, and not heat seeking, thats why flares dont work. but i agree thats broken ingame.

there is absolutely no way to encounter them. It doesn’t require a permanent visual contact. Once you are marked it last for ages. And leads to spawn camping for the Bradley tanks inside the base where’s quiet hard to deal with the Bradley. And compared to the AA tank the chances to get a kill with it is much higher.
then they should add Chaff/ECM Jameer unlock for air vehicles. Not this demo bf vehicle game
If that's the case then you should have to hold the laser on the target until impact, that's how a 'laser guided' munition works IRL...
All previous BF games you could flare off the incoming missile regardless of heatseeking or laser. Its really game breaking right now. Even breaking LOS, it still tracks over obstacles its a joke
