No matter what I try I can't hear commentary or any voices during cutscenes in Braking Point. I have tried every audio option and nothing seems to work.
What am I doing wrong?

I had the same problem. In my case it was DTS sound. I activated surround sound everywhere in Windows under Sound and the problem was solved.
